why are the silent majority punished with these endless letters, many with political plugs within the content?

With regard to last week’s letter to you entitled “Why Punish Everyone”, it seems to me that if “everyone” is using as little water as they seem to think, surely their water bill will go down.

However, why are the silent majority punished with these endless letters, many with political plugs within the content?
